A hand flag does one thing, and does it better than anything else at the price: it turns individual people into a single block of colour. From a stage, a stand or a camera position, five hundred flags read as one statement in a way that five hundred badges never will.

A flag held in a crowd is seen from both directions simultaneously. Printing one side means half the people looking at it see a blank — and the cost of the second side is small next to what the first side is being paid to achieve. Treat double-sided as the default and single-sided as the exception.
Paper is the cheapest way to put a flag in every hand at a mass event, and it is the right answer when the flags will not survive the day anyway. Polyester costs more, keeps its colour, and survives rain and reuse — the choice for a supporters group that will bring them back next match.
Big enough to read across a street, small enough to hold above shoulder height for an hour. We quote a hand-held standard size, and can go larger if the sight-lines demand it — but a flag that tires the arm is a flag that gets lowered, which defeats the purpose.
Both, in almost every case. A flag in a crowd is seen from both sides at once, and a blank reverse is half the audience seeing nothing. The cost difference is small relative to what a one-sided flag gives up.
Yes — trade show stands and conference sessions use them as a visual cue for a group, and they photograph well from a stage. The material choice matters less indoors, so paper usually wins on price.
